Rules of the EFCL


None of the basic forum rules are presented here. Please do understand that multiple accounts, excessive multi-posting and swearing, race religion sexuality etc. discrimination will be punished.

1. Board Of Directors


1.1 The league is run by the Chairman of the League by the help of his advisors and other members who choose to do various jobs for the league.

1.2 Decision of any sort by the Board may be vetoed by the Chairman of the League to ensure that the league is being run at his best interest.

I know this sounds like a dictatorship, but believe me, after running a league for 2 years I realised that really often I had to ignore some suggestions, because I knew that I would have to trust too many people, and as most football projects have failed I want to use as less people as possible.

1.3. The Board will consist of all the GM's and 3 advisors chosen by the Chairman. In case an advisor shall become a GM the Chairman may choose another addition to the Board.

1.4 Any suggestion that receives high support from the users will be moved to the Boardroom.

2. Disciplinary Action


2.1 All issues of discipline will be adressed by members of the Board.

2.2 The Board holds the right to suspend or punish a player even if no such rule is present due to possibility of unprecedented events.

2.3 An user may be temporarily banned, given an in-game suspension, a money or TP deduction. Permanent bans are the last resort action.

3. Player Sign Ups


3.1 One user may only sign up with one player until the player retires.

3.2 The user must enter player height in metres which should not be lower than 1,50 and not higher than 2,10.

3.3 The user must enter player weight in kilogramms which should not be lower than 50 and not higher than 150.

3.4 Every player will start their first season with 100CA no matter the previous achievements.

4. Player Growth and Regression


4.1 Player Growth


4.1.1 FM13 uses Current Ability to measure the overall quality of the player from 1 to 200. Each player will start with a CA of 100.

4.1.2 The CA value will change only after a season therefore your input into a player will be seen in a long-term basis. The CA will be added by a value of 1 to 20.

4.1.3 The increase of CA will be calculated by growth points of total 200 points. 80 - acquired through forum activity (point tasking), 80 - acquired through contract, 20 - through playing time and 20 - if the player has won an indvidual award. The indvidual award points will be available for acquirement if the player releases a minimum 100 word statement on his season.

PT CAPS:

4.1.4 Players start aged 18 and upon reaching 40 will be forced to retire at the end of the season. Players will age for 2 years per season therefore the longest possible career at EFCL will be 12 seasons long.

4.1.5 Players can't earn more than 200CA.

4.2 Player Regression


4.2.1 Regression will represent player peaking (the growth becomes slow paced) and ageing (players will start losing CA).

4.2.2 Players will start regression at 30. They will lose 5CA for every season after the start of regression. That means that reaching 32, a player lose 10CA, at 34 - 15CA etc.

4.2.3 The CA will be capped since players performing extraordinarily whole career may be available to play with max CA despite regression.

5. Entry Draft


5.1 Although we will be using an European system for contracts and transfers, we will be holding an entry draft every season to ensure a fair player distribution between the teams.

5.2 The draft will be held in a snake format

5.3 The draft picks may be traded. The GM's must understand, that in case a draft pick they've received through a trade is not usable (not enough players in draft) they will receive no refunds.

5.4 For the first and second season the draft order will be completely random. Except for the second season the League Champions will not be eligible for the first pick. Starting from the third season draft order will be the opposite of standings two seasons ago.

5.5 In case a lower league is presented into the EFCL, players will be expected to enter league through the lower league before being able to sign a contract with a higher ranked side. Therefore the draft will be only limited to the lower league sides.

6. Contracts


6.1 After draft the player will receive a 1M/per season contract which can then be negotiated.

6.2 Maximum length of a contract is 3 seasons.

6.3 Lowest possible wage is 1M per season and the highest possible is 10M. There is a 0,1M step, meaning that you can only offer 0,1M, 0,2M, 0,3M etc. contracts.

6.4 Players under contract may not be approached for signing by other GM's and teams.
6.4.1 EXCEPTION: Under the European Bosman rule, a player may be approached by other teams after only half a year is left in the active contract. For EFCL, GM's will be allowed to approach players after Round 2 of the league and when they're playing their last season.

6.5 The following clauses may be added: Bonus if a player receives Indvidual Award/Free release if a GM changes/Bonus if a team wins a trophy (specify)/Minimum Release Fee (no more than full sum of the contract)
6.5.1 The following clauses will be added if a lower league is introduced: Change of wage in case of promotion/Change of wage in case of relegation
6.5.2 Teams may use other clauses but the League will not be keeping track of those

6.6 A player may not earn more than 10M per season.

6.7 Teams can release players upon mutual agreement or by paying a full compensation for the remaining duration of the contract.

6.8 A team can force transfer and then approach a player by paying the minimum release fee

6.9 A GM will have a fixed value of 5M per season but at rerating they will receive maximum points for contract as they are one of the most important persons in the league.

7. Transfers (allowed until the end of Round 2 of the League)


7.1 Transfer


7.1.1 For a transfer every involved side must agree to the terms.

7.1.2 Transfer will start with the teams agreeing to a transfer fee. After that, the "buying team" is allowed to contact the player and offer him a contract. Once all three sides are satisfied, a transfer may be posted in the Transfer section of the forum.

7.2 Loan deal


7.2.1 All sides must agree to the terms.

7.2.2 A player may be loaned - half a season/full season with a recall clause. Players may not be recalled after the end of Round 2.

7.3 Contract buy-out


7.3.1 If a team agrees to pay the minimum release fee they will not need to get the owner team's permission to approach the player but just the player agreeing to the terms.

7.3.2 Players on their first season (just drafted) are not eligible for a buy-out


8. Team management


8.1 Team creation


8.1.1 As the league plans to exand, more teams will be allowed to be created.

8.1.2 A team bidding will be open on the closing stages of the season, and a vote which will be decided by 50% Board and 50% league user votes will decide which teams will be accepted into the league.

8.1.3 For the first season also a team bidding will be open.

8.1.4 Only teams from Europe are eligible.

8.2 Team management


8.2.1 Team is owned by a Chairman or a General Manager.

8.2.2 The GM may select two of the players on the roster to be their Assistant Managers. Such players will receive +2M on their contracts.

8.2.3 The GM and both AM's are eligible to send in the tactic. Please be careful when choosing the representing players!

8.2.4 Duties of the GM/AM include: Drafting, Contract Signing, Transfers, Match tactics and promoting player activity

8.3 Becoming a Chairman


8.3.1 In case you've created a team with an identity but due to some reasons you can't stay as active as before you may resign from the GM spot but become the Chairman of the team. That means that you can choose the GM for the team, release him that way keeping your team's identity and your input into the team's development.

8.3.2 Only teams that haven't changed their identity and GM's that have managed the team for 3 or more seasons will be eligible to become Chairman of the team

8.3.3 Becoming a Chairman you gain a +2M bonus, but the team may have only 1 AM.

8.4 Changing team's identity


8.4.1 A team can change their identity if they announce it by the end of the season and they present their new kits and logo on the last day of the season.

8.5 Change of GM


8.5.1 In case a GM resigns or is fired he may offer a potential candidate from the team to take over. Nonetheless, the League will try to choose 2 additional candidates for the job to ensure that a great replacement is selected.

8.5.2 The new GM will be selected based on: EFCL managing experience, EFCL Activity, Other sim league managing experience, Other league activity.

8.5.3 The Board holds the right to fire any GM who is not being active enough.

9. Game simming


9.1 Games will be simmed once per one or two days.

9.2 Players will be allowed to apply for a Play By Play position for - The Super Cup, League Cup Semi Finals, League Cup Finals, Last Day Of The Season (simultaneous PbP) (5 games per season) as well as the World Cup when introduced.
9.2.1 A PbP write up will earn you max 20TP to Forum Activity, +10 TP for every additional game presented. If a 6 team league Last Day Of The Season is PbP'd you will be eligible for 40TP only through a single PbP.
9.2.2 The PbP writer will receive the game stats, in game commentary beforehand and will have 24 hours to start and finish the PbP.
9.2.3 Failure to release a PbP will lead to a 10TP reduction per game and a 1M fine +1M per game.

9.3 Injuries and suspensions are not possible to be turned off on FM13.

9.4 Because of injuries and suspensions the teams will be required to have at least 16 players into the active roster.

10. Tactics


10.1 A tactic file will be sent to all the teams for use. Teams are required to send a new tactic after their previous game in 24 hours, on the next game the previous or auto tactics will be used.

10.2 If a tactic file is faulty then the substitutions and other match orders will also be ignored. (auto)

10.3 If the team can't fill a spot, a random bot will be selected to play in that spot.

11. Player Rights


11.1 All outfield players (non-GK's) have the right to appear in 1/2 of the total regular season games. That doesn't mean they must play all the games in the regular season, they may also appear on other fixtures but the total number must be 1/2 of the reg season games.

11.2 All outfield players have the right to be on the starting squad 1/4 of the regular season games. Same rules as for 11.1 apply.

11.3 All goalkeepers have the right to start 1/3 of the regular season games. Same rules.

11.4 All players have the right to have played total 360/450/630 minutes (4 team/5 team/6 team leagues).

11.4 In case any point is broken, the player may terminate his contract at the end of the season without any consequences. The player may also choose to stay in the club.

11.5 Rule does not apply if player has missed more than 6/8/10 games through suspension or injury.

12. Domestic Competitions


12.1 The European Football Challenge League Championship


12.1.1 Consists of four to six teams

12.1.2 Teams play each other 4 times (4 rounds)

12.1.3 League winners are decided on most points earned throughout the season
12.1.3.1 If teams are tied then the following will rank the teams: Goal Difference in all games, Goals scored in all games, goal difference between the tied teams, goals scored between the tied teams
12.1.3.1.1 If no winner is decided, a play-off match will be played to decide who wins

12.2 European Football Challenge Lower League Championship

12.3 The EFC League Cup


12.3.1 All teams on the EFCL enter

12.3.2 Teams are seeded based on their league. Teams playing on the same league will be seeded completely randomly

12.3.3 Knock-Out competition with 1 leg (may be changed if there are many PbP applications)

12.3.4 Final played at a neutral stadium

12.3.5 Competition starts somewhere in the middle of the season

12.4 The EFCL Supercup


12.4.1 Season opening game

12.4.2 Played between the EFCL Champions and EFCL Cup winners

12.5 Domestic suspensions


12.5.1 For 3 received yellow cards in different matches a one match suspension is awarded. (will be changed once the number of teams is known)

12.5.2 For a straight red - 2 match suspension

12.6 The Summer Cup


12.6.1 Pre-season 1 round group competition

12.6.2 All of the teams enter

13. Player limits


13.1 The team must have at least 16 players and will be allowed to add 5 bot players

13.2 In case some teams get extreme amount of players a maximum player limit will also be introduced

14. Indvidual Awards


Awarded for League performance by FM13


EFCL Golden Boot - Awarded to the top goalscorer in the EFCL
EFCL Golden Glove - Awarded to the goalkeeper having the most clean sheets, then least goals conceded. Must have played at least 50% games.
EFCL Defender Of The Year - Awarded to the top defender based on average rating. Must have played at least 50% games.
EFCL Midfielder Of The Year - Awarded to the top midfielder based on average rating. Must have played at least 50% games.
EFCL Goal Of The Season - Awarded to the best goal scored. (Rated by FM13 itself)

Awarded for Cup performance by FM13


The EFC League Cup MVP - Awarded to the best player based on average rating in League Cup games.

Awarded for performance in all competitions by the League


EFCL Player Of The Year award - Two players from each team will be allowed to enter. Then the League will vote choosing their TOP3. GM votes will be mutiplied by x2.

EFCL XI of the Year award - Two GK's, DF's, MF's and FW's from each team will be allowed to enter. Then the League will vote for their two favorites in each position. GM votes will be multiplied by x2.

No one may vote for their own players.

Although I like the content of the rules, here's my attempt at changing the wording, as promised...

EFCL Golden Boot - Awarded to the top goalscorer in the EFCL
EFCL Golden Glove - Awarded to the goalkeeper having the most clean sheets, then least goals conceded. Must have played at least 50% games.
EFCL Defender Of The Year - Awarded to the top defender based on average rating. Must have played at least 50% games.
EFCL Midfielder Of The Year - Awarded to the top midfielder based on average rating. Must have played at least 50% games.
EFCL Goal Of The Season - Awarded to the best goal scored. (Rated by FM13 itself)

Awarded for Cup performance by FM13



The EFC League Cup MVP - Awarded to the best player based on average rating in League Cup games.

Awarded for performance in all competitions by the League



EFCL Player Of The Year award - Two players from each team will be allowed to enter. Then the League will vote choosing their TOP3. GM votes will be mutiplied by x2.

EFCL XI of the Year award - Two GK's, DF's, MF's and FW's from each team will be allowed to enter. Then the League will vote for their two favorites in each position. GM votes will be multiplied by x2.

No one may vote for their own players.

I was thinking for games like championships we could live stream the sim on twitch. People who show up can earn TP.
